Prioritizing strategies for green building construction projects management in coastal towns under a novel integrated q-rung Orthopair fuzzy approach

Abstract

Sustainable development cannot be achieved without constructing green building projects, especially in coastal areas facing specific environmental challenges. Although there is extensive related research on green buildings, little attention has been paid to the Kenyan context. Our study seeks to fill this gap by not only assessing the barriers to implementing these projects but also providing strategic solutions to overcome them. Based on both the literature review and expert opinions, five barriers and five strategies were identified. Our study proposed a novel integrated approach that includes the q-rung Orthopair fuzzy (qROF) Pivot Pair- wise Relative Criteria Importance Assessment (PIPRECIA) and Nearest Solution to References (REF), marking the first application of these techniques in combination. Furthermore, this study introduces the qROF-REF into decision-making literature for the first time. Our study results indicated that while high initial costs and insufficient government incentives are the main barriers to these project types, financial incentives are the most appropriate strategies to overcome them. Our study highlighted the crucial need to prioritize green building construction projects and thus contributes to their effective adoption.
